There has been much debate and discussion about the KOZs in Scranton and their impact on taxpayers. We are currently researching through the City and State information that will help to educate the voters about exactly how KOZs operate, and how Doherty has used them.

KOZs have been designated by local communities and approved by the State of Pennsylvania for greatly reduced or no tax burden for property owners, residents and businesses. Ordinances and resolutions were passed by the taxing bodies in the Zones; the School Board, the Municipality, and the County. That means that these ordinances can be changed through legislation...which means that if the people of Scranton feel that KOZ tax exemption status is too burdensome, we can pressure our legislators to change the status.
 
The criteria to be considered a KOZ is, among other things:
  • The site must have displayed through a vision/strategy statement how this property through targeted growth would positively impact the KOZ site;
  • and, a written plan discussing the implementation of quality school improvements and local crime reduction measures.

Doherty's strategy statement and written plan are currently being obtained from the proper agencies and will be published on this site as soon as available.
