Mayor Doherty wasted no time taking care of business.
First things first. He filled City Hall with one crony friend after another. And, he went wild with the raises, bonuses and
new job creations. Did he think we'd never find out? Some of the salary increases were slight, some substantial
and others were very substantial. Numerous new consultant positions were created at high salaries, which positions never existed
in any previous administration. You will see that names of employees have been provided in many offices, however, there are
some that are not included for no other reason than there was difficulty in getting them. The flood coordinators, for
example, are not named because, as I was told, they were completely unqualifed for the position and Doherty wanted their
names kept quiet. That's expensive oppression! The list is not quite complete, but what is available gives you an educated insight
as to how reckless and political Doherty was as a fiscal manager. The numbers speak for themselves. The bottom line is that
Doherty increased the existing payroll at City Hall by a total of approximately $3,310,934.00 since he took office. The figures
were extracted from the budgets and are presented in a line-by-line, office-by-office and position-by-position format
with the increases, or changes since 2001, totaled in the right column.
