The Casey garage was supposed to be the guaranteed parking for the Hilton.
Surprise!! After the city spent nearly $300,000.00 on repairs by the Scartelli Construction Company, it was demolished; right
after the final check was cut. Engineers were supposed to inspect the work before the contractor was paid. In this case,
Sara Hailstone, OECD Director, sent a memo to City Controller Novembrino advising her that she had inspected the repair
work on the garage and it was approved for payment.
The Casey Garage was already a condemned structure under the
Connors' administration. Mayor Doherty knew that, as did Bill Fiorini and Zoning Officer Mike Wallace; however, both men
stood by silently as the mayor invested $267,000.00 into the Casey before having Bill Fiorini condemn it a second time
and having it torn down. Fiorini has been around a long time, so he knew what was going on. Why his silence?
Perhaps a look at the raise Mayor Doherty gave him is the answer. He went from $41,000.00 to $58,000.00 a year in
just one year. That puts him way off the scale for his position.
The fraudulent investment of nearly $300,000.00 into a building
that was condemned was right in line with Mayor Doherty's fraudulent administrative practices. The mayor knew the Casey would
have to be torn down when he gave the Hilton 175 parking spaces from that garage. He knew the Hilton would be in trouble
when the Casey was torn down, but he didn't think it would go into backruptcy, which it did, causing the city to lose the
$3,000,000.00 it had lent to the Hilton. The Hilton was sold under bankruptcy. Now there are two new garages
being built because of the demand by the Hilton, and it is still completely unknown if the Hilton will survive. But, building
new garages is how a mayor makes money move. And, a mayor can't stop it when it gets into the right pocket if it's
not moving. Why do you think a new police station and DPW complex was built? Because we needed them?
Mayor Doherty cost the city $3,000,000.00 on the Hilton scandal,
and many other investors lost a fortune, too. This mayor is the most incompetent and inept man to ever hold that office. He's
also the most corrupt, lying thief to ever hold that office. He's devastated the city and buried us in debt to the
tune of $275,000,000.00. He belongs in a jail cell, not in City Hall.
